A town planner, regulatory, policy and advocacy specialist with extensive experience in planning, land development, building policy, and housing matters.

Specific knowledge of the residential construction sector; including building policy and regulations, planning reforms, housing taxation and development contributions, infill and greenfield land use issues, sub-contracting and training requirements.

Currently HIA’s Chief Executive – Business Services, accountable for HIA’s business services which are tailored to assist with the day to day management of building businesses and assist compliance with regulatory requirements.

Formerly, HIA’s Victorian Executive Director, leading HIA’s Victorian Region and interactions between the residential building sector and government stakeholders to solve complex building and planning matters and improve the regulatory system. Oversight of HIA’s business services to support Victorian members. Led the residential sector through some of the toughest challenges the industry has ever faced during COVID-19.

Extensive experience of regulatory matters from also having worked in state and local government.

Luke Hurley is a dynamic leader in business development, boasting eleven years of experience in the utilities, telecommunications, and energy-efficient technology sectors. With a track record of sustained success, Luke excels in strategic business development, channel management, and product development within both large corporations and start-ups.

His expertise spans complex sales cycle strategies, leadership, and delivering multiple product sales to key accounts. Luke is adept at engaging both internal and external stakeholders, ensuring that business objectives are met with precision. His ability to create marketing plans that effectively align product benefits with market needs underscores his strategic acumen and commitment to innovation.

Luke’s communication skills make him a fitting lead to our fundraising initiatives. His leadership and strategic vision play a crucial role in advancing the Fund’s mission to provide stable and secure housing for those facing homelessness.

Tony Denison brings a wealth of experience and dedication to the Victorian Homeless Fund Committee, having served as a member from 2013 to 2020. With a career spanning over two decades in the construction and housing industry, Tony’s expertise has been instrumental in driving initiatives to support those facing homelessness.

From 2009 to 2014, Tony was the Director of Franson Design & Construction Pty Ltd in Braeside, Victoria, where he oversaw the creation of custom-designed houses, units, and dual occupancy developments. His leadership extended to his role as Victorian State President of the Housing Industry Association from 2011 to 2013, where he advocated for industry standards and innovation across the state.

Prior to these roles, Tony managed housing projects for the Dennis Family Corporation from 2003 to 2008, and served as Area Housing Manager for Henley Properties from 1995 to 2003. His comprehensive experience in managing large-scale housing developments and his commitment to quality and sustainability have made him a valued leader in the industry.

Tony’s ongoing commitment to the Victorian Homeless Fund exemplifies his passion for using his skills and experience to make a tangible difference in the lives of vulnerable families. His efforts have helped ensure that the Fund continues to provide stable, secure housing for those in need, embodying his dedication to building stronger, more supportive communities.

Colleen May

Born in Melbourne, Colleen grew up in Canberra and graduated with a Bachelor of Arts from University of Canberra.

Over her long and varied career Colleen has worked across a diverse range of businesses throughout Australia.  However, for the past 20 years she has been the General Manager of May Constructions, a commercial building contractor and developer operating in Melbourne and surrounding areas.

Colleen has a long association with the VHF’s major supporter the Housing Industry Association and remains an active member of the HIA’s Victorian Executive.  In 2008 Colleen became the first women elected to the position of Victorian President of the Housing Industry Association in the 77 year history of the Association.  After stepping down as President of the HIA, Colleen volunteered to assist with the work of the VHF, eventually taking on the role of Chair.  Colleen sees the HIA’s support for the VHF as an opportunity to harness the skills, philanthropy and collective goodwill of the thousands of HIA members across Victoria to make a difference to the lives of others.

Colleen also Chairs the recently launched HIA Building Woman initiative with the aim of supporting and creating opportunities for women in the building industry.  There is a special synergy between this group of building women helping the VHF to provide homes for women in need.

Colleen is also passionate about small business and was a member of the Victorian Small Business Ministerial Council for three terms, including two terms as Chair of the Building and Construction sub-committee.  In 2010 Colleen was Ambassador for the Victorian Small Business Festival and she continues to advocate for small businesses in the housing and construction industry.

Kylie Weston-Scheuber is a Melbourne-based barrister specialising in commercial and administrative law, with a particular focus on building and construction and contracts law. She has extensive experience as an advocate, including in contested trials and appeals. She signed the Bar Roll in 2013, having previously been employed as a Senior Advocate at the Office of the DPP in Canberra for several years. She has degrees in Arts, Music and Law (Honours) and a PhD in law from the Australian National University, and is a Graduate of the Australian Institute of Company Directors.

2021 will be Kylie’s third year as a member of the VHF Committee and her second year as a director. In 2019 Kylie met Chair Colleen May at a function where Colleen spoke about VHF. Kylie was instantly caught up in Colleen’s enthusiasm and her description of the wonderful and fulfilling work that VHF does, and in turn by the passion and drive of the VHF Committee.

Kylie has a history of involvement in community-based and not-for-profit organisations, including three years as Convenor of the Women Barristers Association and two years as President of BottledSnail Productions, a theatrical company for members of the legal profession.

I am a former Partner/Executive Director of Pitcher Partners Melbourne. I specialise in providing audit and advisory services to large and growing private businesses and closely held ASX listed public companies.

I have a particular focus on dynamic and growing companies and assist them to define and achieve their growth objectives.

In 2014 I was awarded “Thought Leader of the Year” in the inaugural Accountants Daily, Australian Accounting Awards.

I founded Pitcher Partners Melbourne’s “Business Evolution” practice which focuses on the development and implementation of value added strategic initiatives including getting clients investor-ready, preparing for generational change and assisting them to pursue growth opportunities.

I am also the Partner in Charge of Pitcher Partners South East Regional office located in Dandenong South responsible for delivering on the firms’ mission and values to clients in this rapidly growing and dynamic region.

I am Executive Chairman of the Pitcher Partners International Institute of Entrepreneurship and completed my Masters of Applied Innovation and Entrepreneurship in 2014. This Masters Degree was delivered in conjunction with The University of Adelaide and conferred in Melbourne in April 2015
